When you enter Vault City, go to the Corrections Center and speak with Sark. Ask him for some recon work, and then tell him that you've scouted the route to NCR. Afterwards, go to the City Council and tell Lynette that you've delivered the holodisc to Westin. Give her the holodisc that Westin gave you, and she'll direct you to Randal for the reward. Save the game. You'll be heading for Vault 13 next.
