All housing will allow citizens to have a place to live. Housing store Food, water, and Fuel. Houses can provide stress reduction. A majority of your housing in early game will be simple Houses, with a few tents for remote locations. In the late game you may want to upgrade your houses into luxury houses and villas.

For someone to live in a house, there are two requirements, there must be "Family" room and "People" room. If your family slots are full, say 2 of 2. And your people size is only 2 of 8. Nobody from outside the family can move in. And you may end up with homeless people.
