Difficulty: Medium-Hard
Rock moves, like rock slide, can whittle its HP down enough to use a Ultra Ball(well more then one) to capture it. I used a Graveler, level 34, Rock Slide, then Strength, and threw an Ultra. It was caught first time.

This area is not necessary to finish the game storyline, but it's important to fill the Pokédex. The Power Plant is a huge maze containing many kinds of items and Pokémon, including the winged mirage Zapdos.
