To truly beat the game you will need to complete the National Pokédex. Since you only need to have 60 different Pokémon from the regional Pokédex which includes evolving your caught Pokémon, it's just easier to complete the National Pokédex as doing so will also complete the regional Pokédex. Once you have 60 Pokémon and you have beaten the Elite Four then Professor Oak will upgrade your regional Pokédex to the National Pokédex.

Difference between the regional and National Pokédexes

The regional Pokédex is the exact same as the Pokédex from the Pokémon Red and Blue games. The National Pokédex includes all the Pokémon from the previous Pokédex plus all the Pokémon from Pokémon Gold and Silver and from Pokémon Ruby and Sapphire making it a total of 386 Pokémon
