Route 21

Route 21 is the water route that connects Pallet Town to Cinnabar Island. One of the ways to find it is by backtracking long forgotten areas (in this case Pallet Town) after obtaining the Surf ability. Use Electric and Grass Pokémon to breeze through this route.

The tall grass of the northern part of the route has wild Tangela, exotically exclusive in this secret-like area originally unknown before the Surf ability.

If you took this route first, don't forget to tackle Routes 19 and 20, of course.

After you are done here, head to Cinnabar Island for the next part of your quest. If you've beaten Blaine at Cinnabar Gym already, then head to the Pokémon Center in Cinnabar Island and accept Bill's offer to take you to the Sevii Islands!
