Route 21 is the water route that connects Pallet Town to Cinnabar Island. One of the ways to find it is by backtracking long forgotten areas (in this case Pallet Town) after obtaining the Surf ability. Use Electric and Grass Pokémon to breeze through this route.

The tall grass of the northern part of the route has wild Tangela, exotically exclusive in this secret-like area originally unknown before the Surf ability.

If you took this route first, don't forget to tackle Routes 19 and 20, of course.

New Pokémon

#114 Tangela
Tangela is the only pure Grass Pokémon of the original 151 Pokémon. While it brings strong defense and Special Attack stats to the table, its moveset is bad. Tangela will only shine if it is caught with the Chlorophyll ability, which will power up its Speed in sunshine. Pair this ability with TM11 Sunny Day and TM19 Giga Drain or TM22 Solarbeam, and Tangela can become quite the Grass cannon.

Towards a New Land

After you are done here, head to Cinnabar Island for the next part of your quest. If you've beaten Blaine at Cinnabar Gym already, then head to the Pokémon Center in Cinnabar Island and accept Bill's offer to take you to the Sevii Islands!
