Go inside the building to find the Pokémon League. Heal your Pokémon at the Pokémon Center inside, and then restock your Full Restores and Revives. Save your game and talk to the man in red in front of the doorway at the top of the stairs. Go on through and begin the Elite Four.
Sneasel and Magneton are both weak to Fire- and Fighting-types, such as Blaziken, or Machamp. Also, HeartGold players should have Ho-Oh, but beware if you choose to send it out against the Electric-type Magneton. Gengar and Alakazam can both be taken care of with a strong Dark-or Ghost-type, such as Haunter, who you may have from Ecruteak City's Burned Tower, for the Gym Battle there. For Alakazam, a Ghost-type would be recommended over a Dark-type, since the Ghost-type's immunity to Alakazam's Focus Blast essentially reduces it to a moveset of three attacks. Crobat's weaknesses are Electric-, Psychic-, Rock- and Ice-types. You should have a good Ice-type in your team from the Ice Path, and one would be strongly recommended, especially since it will prove super-effective in a later battle. SoulSilver players should also have Lugia, a Psychic-type. Typhlosion, Feraligatr, and Meganium will always be Silver's strongest Pokémon, the final evolved forms of the Pokémon he stole from Professor Elm at the beginning of the game. Typhlosion is weakest to Water-types, such as Gyarados, which you may have from the Lake of Rage. Feraligatr is weak against Electric- and Grass-types, making Raikou a viable option if you've captured it yet, if not, an Ampharos should get the job done. Meganium is a Grass-type, and they're weak against the Fire- and Ice-types, making Entei, or Arcanine good for this battle.
Once Silver is defeated, he will pledge to further train his Pokémon, step aside, tell you to heal your Pokémon before challenging the Elite Four, and leave.
After collecting all 16 Badges =
If you return to Indigo Plateau after collecting the 16 Kanto Badges, the Elite Four's Pokémon will have significantly changed.
