This star is when you make your way to the Block Pyramid and collect 5 silver stars. So, like the star said, step to the beep. Then, once you get to the pyramid, get the silver stars and the Power Star will be at the top.

Silver Stars in Double Time
This is exactly the same as the Step to the Beep star, except for that it's 4 times faster than usual. So do the instruction on Step to the Beep except remember its going faster than usual.
