That isn't a problem in regards to their ability to perform in battle, but it IS a problem when trying to get one to LVL 20. This is the reason it shares the 10/10 spot with the Merchant party, despite it's superior offense and speed. Dangerous early and midgame enemies will fall before they can use their attacks; and the Fighters' natural Strength and Agility are more than enough to make up for their equipment shortcomings.
