Penance's powers actually aren't bad, especially his last move. Reflect pain is surprisingly good Ive seen whole crowds of enemies kill themselves attacking my team once its activated. It even works well on bosses. The problem comes in because Penance doesn't have the body to withstand the attacks, in fact his body is horrible so taking damage really isn't an option for him. Sadly his whole offense centers around taking damage to increase his stamina, damage output, and reflecting damage onto the attacker. But let him take damage for a couple of seconds and he is out for the count. However, using Kinetic Bolt from afar and Radial Wrath as a hit-and-out tactic defeats opponents fairly well and keeps him out of harms way. You shouldn't feel guilty never playing as him.
