In order to receive this quest, you must kill someone unsuspecting in cold blood. Once you've done this take a nap and you'll be ready to go. When you wake up, you'll be visited by a dark robed man named Lucien Lachance. He will fill you in on the basics and ask you, if you so choose to join, to kill a man. He gives you the Blade of Woe and directs you to the Inn of Ill Omen, in search of one, Rufio. You can only fast travel their if you've been to the Inn, but fear not, Lucien does add the marker to your map.

At the Inn, talk to the proprietor and ask for Rufio. She will mention that he is downstairs in the "private room". Look for a trap door behind the stairs by the front door. Once you're downstairs, go to the last room on the left, the door should be unlocked. Normally, Rufio will be fast asleep in his bed. It doesn't matter how much noise you make around him, though for best results you should attack him in sneak mode to ensure that enough damage is dealt to kill him and also to avoid alerting anybody else that happens to be downstairs.
