First point goes to Stunning Strikes. It only hits 4 vs 6, but it's stronger and faster than 2nd Job Piercing Storm. Next a few good one pointers before maxing Ignis Roar for additional attack.
A level by level build is not realistic as there is no way to predict when you will find, or be able to buy, the required mastery books, but here are some tips to get you started.

Max Ancient Warding or Dual Bowguns Expert next depending on what you prefer to train with. Dual Bowguns Expert adds more attack, but Ancient Warding adds attack plus HP and Avoid. The stronger attack doesn't help if you can't survive, so some will choose to max Ancient Warding first.
