To complete the Mech job advance you need to...
* 1. Obtain level 30.
* 2. Go to the Mechanic job instructor, Checky.
* 3. Accept the quest.
* 4. Head to the building you would use to get to Victoria Island or Orbis.
* 5. Talk to Schiller (you probably remember him), fight him, and take the report he drops when defeated.
* 6. Complete the quest back at Checky (in the Resistance Base).
* 7. Congrats! You are now a 2nd job Mechanic!

Upon reaching level 30, the best way to level is by Monster Carnival inside the Dimension Mirror.
PQs (player quests) are probably the best way to level up and get good gear, but here are some preferences for normal monsters you can find around Maple World.
The Carnival will surely help you reach level 50 without worries. After reaching level 50, you can farm in Scarecrows until level 55. (Scarecrows can be found in New Leaf City through Kerning subway). After reaching 55, the best place is either Toy Trojans or Panda Toys in Rudilibrium. Fight them until you reach level 60, then afterwards head down to the Dimension Mirror and do the party quest fog. Most pq will probably share the kill gaining you 59,999 exp every second run. You do this for a quite a while and them BAM! You just reached level 70! enjoy :)
