It is snowing heavily here. This will damage anyone but Ice Pokemon in battles. Grab a half buried Iron in its middle. Trainers are similarly half buried. North-west, see a house and TM07 (Hail) is outside it. Behind the house, pick HM08 {Rock Climb}. Then talk to the Hiker in the house for an Icicle Plate. On the north-east side, there's a house in which you get a Spell Tag. Go west and then north.
