This basement is a fixed layout and contains no random enemies. One of the four new bosses, Death Gaze, resides on this level. Approach the flame and press A to engage Death Gaze. Death Gaze HP is 30000, so make sure to use Holy and Flare. If you have protect, use it; Death Gaze is a one hitter quitter. He usually uses one-hit KO spells, but if you have protect rings it shouldn't be a problem. Then have the other character use Ether and Turbo Ether to keep those MP points high. Upon defeating Death Gaze, go through the portal and on the other side is a door. Go through it to get Ultima Weapon, which raises your attack points past that of Excalibur. The player is then forced to exit to the surface.
