Walkthrough
The Restless Ghost is a easily accomplished quest. You get the quest from Father Aereck who is found in the church across the street from the castle in RuneScape/Places/Lumbridge. Talk to Father Aereck and ask to do the quest. He will tell you that the ghost in his church's graveyard (follow the street south) needs to be removed. He refers you to his friend Father Urnhey and sends you on your way.
First, follow the road south to the graveyard and talk to the Restless ghost. You will not be able to understand him. This is ok, you will be able to understand him later in the quest.
Next, go around Lumbridge and then south to find Lumbridge Swamp. In the southeast corner of Lumbridge Swamp is a house which belongs to Father Urnhey. Talk to him, tell him that Father Aereck told you to talk to him and that he has a ghost he wants removed. Father Urhney will then give you the Ghostspeak amulet which will let you talk to the Restless ghost.
Go back to the building in the graveyard and wear the Ghostspeak amulet and talk to the Restless ghost. He will confess that he isn't doing well be amazed that you can understand him. Get him to tell you what the problem is and he will tell you that he is restless because his skull was stolen by a warlock who lives southwest from the graveyard in a tower.
Go to Draynor Village and follow the road that leads south. If you just follow that road, you will find a bridge that goes across the sea to a tower. This is the Wizard's Tower Enter the Wizard's Tower and go down the ladder in the west part of the first floor. Be careful not to talk to any of the wizards here unless you want another quest.
Go south, east, and then north until you reach the room with a skull in it. Be careful, when you take it, a 13th level Skeleton with appear and attack you. Be prepared to run if you are low level.
Go back to the building in the graveyard. Talk to the ghost, then open the coffin, and use the skull on it. This will place the skull back into the coffin, freeing the Restless ghost and completing the quest.
