The non-member's portion of Al Kharid is a desert area near Lumbridge. So get there, you must cross the river accross from Lumbridge Castle and pay a toll of 10gp to the gate guards. Once you have completed the Prince Ali Rescue quest, they will let you through for free. Al Kharid is a great place to cook, smelt ores, and fish given that you have a low fishing level.
The level 9 warriors in the center of the town are great exp for any level 15-30 player. They are usually crowded, however.
Mining
The Al Kharid mine has copper, tin, iron, silver, coal, gold, mithril, and adamantite.
Crafting
If you are just starting to craft, killing cows just outside of the Al Kharid gate, tanning the hides, and crafting them will level you up fast. You can buy crafting supplies from the crafting store in the east of Al Kharid.
