Get a heavy vehicle, it doesn't need to be very fast. Anything from a Patriot to a police car will be fine, but the heavier vehicles will do more damage.

Once you begin the mission, track down the Securicar and ram the crap out of it. When you get your first star you can go to the Pay 'n' Spray or get a star pickup or just drive around until the heat wears off. Finally near the end you'll get two stars at once. Again, you can grab a faster vehicle and find stars or get a spray, the Securicar will still be there when you get back.

Take the Securicar to the docks to stash it, evading the cops if you didn't spray. Once you enter the docks compound they and your stars seem to magically disappear, so don't worry about being rammed to death in the final moments of the mission.
