Go up to the cop next to the jurors and bribe him to ensure no one interferes with your objective. Then talk to the juror with the symbol over his head. He doesn't crack yet and will run into the park, thinking the cops will sense trouble and help out. Wrong! You own the police! Follow him into the park and punch him (his weak spot) into seeing things your way, then talk to him again.
