Tohjo Falls is really just to stop people without Claire's Badge getting through to Victory Road, there is just a Waterfall and a Moon Stone here. Tohjo Falls is the connecting route between Johto and Kanto. Head into the cave and immediately to the left for a Moon Stone, then use Waterfall to head up the waterfall and back down the other side on outside into Kanto.

Route 26 and 27 are a little confusing, but they lead the way to Victory Road, so you'll have to get through them. You should bring along Pokémon that know Waterfall and Surf for the trip. Make sure your Pokémon are strong, healthy and attached to you before you leave for Kanto.
