The Institute will offer you rest. Once you enter the door, go to the left to find a bed, and snooze with your party. There's also a PC near the bed, so put a Pokémon away, because the gift of one is coming. Then head over to the other side of the room to tangle  Team Aqua/Magma Grunts.  
The weather institute is, as the name suggests, a meteorological research station, and keeps track of the weather across the entire Region. It also is home to many projects, including a machine that can change the weather at will and an entirely artificial Pokémon.

Once the battle is over, a professor gives you the Pokémon Castform (Level 25). Rest again, then leave the Institute and head across the bridge. It's time for a rival battle.

I'm in awe at the size of this lad.

Route 119 is one of the largest land routes in the entire game, and is packed full of things to do and stuff to find as well. From Pokémon that can change their shape based on the weather to a fish that's considered the hardest damn thing to find in any Pokémon game, you'll likely be frequenting this route quite a bit. More so because of the fish than anything else.

Too Tall for Lawn Mowers

The first thing you'll notice is the abnormally tall grass patches. This super-tall grass completely prevents you from traversing on bicycle, so you're gonna hafta hoof it across the route. Rather ironically, there's also parts of the route that is accessible only by bicycle, but we'll get to those later.

While on the route, it'll be raining for 3 days, with a single clear day in-between each rain cycle. If you start a battle while it is raining, it'll be raining in your battle too (and thus any and all Water type moves will gain a boost to power).

The Mimic Circle

There are 6 trainers in the initial clumps of grass alone, but getting to them isn't as easy as they seem. The trainers will turn and take steps whenever the player does, so each one requires a certain pattern to get to. Oh, and they all have an unhealthy obsession with bugs.

Tight-roping, for bikes!

Shortly after the rest house and behind some super-tall grass will be a white bridge across the river. This bridge is only traverse-able by bunny-hopping on the Acro bike, so make sure you have one whenever you wanna go over there. The only thing on the other side of the bike bridge is an Item, however, so it is by no means mandatory to do so.

Rival Battle #3

As always, the rival battle will depend on which Pokémon you chose to begin the adventure. Here is a list of Pokémon your rival will use, based on what you picked:

The fight should be easy, as your Pokémon should be leveled up much higher than your rival's at this point. Just don't be afraid to use items. Your reward for winning, is HM 02 (Fly).

Once you finish the battle, go down to the water to fish, or up towards Fortree City. More Ninjas await.

Once you've beaten the Ninjas, pick the grove of Pomeg Berries. Then head right, into Fortree City.
