In Azalea Town you will find out that all the Slowpokes have disappeared. To get them back, go to the house in the North West and talk to the man (Kurt) in there. You have to help him stop Team Rocket's plan. Follow him to the well in the East; he will have scared away the guard, so go down the well.
When you come back up after defeating Team Rocket in the well, talk to Kurt; he'll give you a Lure Ball, which is specifically for catching Water Pokémon dangling from the end of a Fishing Rod. He'll tell you that he makes special Poké balls; as the hero of Slowpoke Well, he'll make a special ball for you anytime you bring him an Apricorn. The tree behind Kurt's house happens not to be a berry tree, but a White Apricorn tree! Pick the Apricorn, take it inside and give it to Kurt. He'll tell you to come back tomorrow.
