Ever Grande City actually has no settlements. There's just a pond, a waterfall, a Pokémon Center and lots of flowers. Also, the main entrance to the Victory Road is here.

Then give the scale to a collector in Fallarbor Town and he will teach one of your Pokémon a move that it was able to learn but deleted or never learned.
