The lighthouse has a lot of trainers in it, you may need to heal a lot of times to get to the top. The easiest way to get to the top is go down the hole to the left of the girl in 4F, then go up the stairs and you get some good items along the way.

When you get to Jasmine, she wants you to get some medicine for the Pokémon from Cianwood, so get on your Pokémon and surf there.
