Victory Road is rather labyrinthine, but it also contains tough trainers and tough wild Pokémon. This dungeon requires the HMs Surf, Strength, Rock Smash, and Waterfall to reach Ever Grande City. Flash can also prove helpful since it will simplify navigating some areas.

To start, go north, then west, then south to get to the steps, and go up to the ladder. Go to the east, then down the steps and down the path for this trainer.
