Team Rocket was behind the mutated Gyarados all along, and Mahogany is a front for their underground plant. If you follow Lance into the Item Shop and down the stairs, you can challenge Team Rocket's leaders and drive them away.
Start by talking to the person looking at the sign at the Lake of Rage, then go to the store in mahogany, Lance will open the stairs, go down, prepare for 2 battles and go into the range of the statue.Now you can either go West for more battles or down to trip the switch to stop them.
The grunts will be exactly the same as the 2 you just faced so if you want some EXP face them, then go to the south then south again, follow the corridor round to the left and face the scientist, the item behind him is a Guard. Spec, then press A at the computer, that will turn off the annoying statues.
If you go North-East, there will be a Hyper Potion and then go South-East for a Nugget, go  west then down the stairs for the next part, the patch will take you back to the start and you can catch Pokémon on the black and white tiles. The grunt at the north of the tiles isn't that powerful, but you might want to face him for the EXP.


==Rocket Hideout==
Now when you are down the stairs, go to Lance, he will heal your Pokémon for you, go forward and you will face a grunt, there is another grunt to face (or avoid) then go down the stairs.

==== Double Rocket ====
Whenever you pass one of the gold Persian statues, a pair of Rockets come dashing out to attack.  You can't avoid these fights, and you'll fight the same two Rockets every time (but only the first time you pass each statue).


However, you can avoid fighting them altogether. Head down into the room in the center of the floor, and use the computer to turn the security system off entirely.
When you go down again, talk to Lance and face Rockets to get the passwords, the scientists don't have the paswords, it's only the grunts, when you have all 2, first go up the north stairs to get some more items, there is a grunt to battle, then go to the room, go up the stairs for TM46, then go near the room, talk with your rival, then go in, there will be a battle with the Executive then talk to the Murkrow then go back to where you met Lance, open the door and two Rockets will challenge you, Lance comes round the corner and takes one of then on, take out the other one. Then you have to make the 3 Electrode faint, catch one, if you want, they are Level 23 and give you 492 EXP each, Lance will also give you Whirlpool. Now go to Mahogany Gym.

You won't be able to access the large doors near the bottom of Level 2 until you obtain the password from the Murkrow in the Rocket's boss' room on Level 3. Once you do, come back here and save your game; a pair of Rockets will be waiting. After you defeat them, team up with Lance to fight the Electrode that are powering the transmitter that has turned all of those poor Magikarp into Gyarados. The Electrode are fond of Self-Destruct, so you'll need at least three Pokémon that are still in fighting shape.

Security systems are only as strong as the people who know the passwords, which in this case isn't very strong at all. To get the codes to open up the Team Rocket chief's office, rough up the trainer in the lower left corner of this level, as well as the trainer in the upper left corner of the small computer room within the right side of the building.
 
You will also meet up with your arch enemy but he will not battle you.

After you get the passwords, you can reach the commander's room by climbing back up to Level 2 through the upper right staircase, crossing Level to the left, and climbing back down the upper left staircase. This guy's {{bp|Raticate}} can be tough, so make sure your Pokémon are in fighting shape before you even enter the room. Once you've bested him, talk to his loose-lipped {{bp|Murkrow}} to get the password for the Generator Room in the middle of Level 2.
