At last, you bring the fight to Team Magma, instead of them bringing it to someone else. Enter the hideout. Stop their plan.

In Pokémon Ruby
There are two different Team Magma Hideouts, the one in Ruby and the one in Emerald.

The Team Magma Hideout in Pokémon Ruby is found in the cove east of City/ (in Sapphire and Emerald this is the location of Aqua Hideout/ instead). It requires surf to reach and enter. If the site is not yet open, then two grunts will block passage, giving a hint on where to go next. Your goal is to prevent Maxie and his admins from escaping on the submarine they stole from City/. Simple! Except not at all.

Upon entering, you will find one grunt on patrol:

Walk up the stairs to reach the rest of the base. You'll be greeted by the sight of a teleporter maze, of which only one path takes you to the submarine.
Proceed up the stairs, and you will reach a teleport maze. In the first room, you can take the south teleport to get a Max Elixer, ot the north pad to proceed to the next room.
