The city is torn apart over the issue of gang warfare. In 1992, police officer Frank Tenpenny and Eddie Pulaski of C.R.A.S.H were convicted of murder and sexual assault. Earlier, Pulaski was murdered by Carl Johnson. At the court hearing, Tenpenny was released when his lawyer dropped all charges. The entire city, outraged, erupted in riots. Grove Street gang member Carl Johnson stopped the riots by killing Tenpenny and his former gang member Big Smoke. The city riots came to a stop and C.R.A.S.H was disbanded. Carl Johnson settled in Mulholland along with Madd Dogg, with whom he had a record contract. The citizens of Los Santos are proud of their city and its police force, the LSPD, and their branch, C.R.A.S.H. (Community Resources Against Street Hoodlums).
