After the cutscene, get the bike that's leaning on the wall of the station, grab the sniper rifle from the building site, then go the the station and follow the train to Market station in Los Santos.
When he leaves the train, a Spook-o-meter will appear, which will fill up the closer to the target you get - walk up the stairs behind him, then head out and find a car. If it fills up all the way, you fail the mission. If you should get too far from the target, you also fail the mission, so you must stay within the allowed distance while you follow him to the large pier on Verona Beach.
When you arrive at the pier, park some distance away and use the sniper rifle to take out both targets.
