After the cutscene, you must head to an abandoned van under the freeway in Downtown. When you arrive, four guys on motorbikes head off, and you have to chase them on a similar bike to retrieve the packages. To get them, drive directly behind the bike, and press L1 to grab the package, or you can do a drive-by and kill the thief. If you choose not to kill the thieves, they will chase you and shoot at you from their motorbikes.
