After the cutscene, get the bike that's leaning on the wall of the station, grab the sniper rifle from the building site, then go the station and follow the train to Market station in Los Santos.
When he leaves the train, a Spook-o-meter will appear, which will fill up the closer to the target you get - walk up the stairs behind him, then head out and find a car. When you arrive at the pier, park some distance away and use the sniper rifle to take out both targets.
