The shrine is a special and powerful new object in Bon Voyage. Sims can toss a coin (§1) into the shrine, which grants them a blessing or a curse, but this is determined by the thrower's Body skill. Technically, this is a fountain, but it's a very special and unique fountain like no other. Your Sims can sit by the fountain, which will satisfy their Fun and Comfort needs. Like all fountains, the Add Soap prank interaction is available - but your Sims will be ill-advised to perform it on this particular fountain. If the Add Soap interaction is initiated, the fountain will cast its revenge, turning its own water into lava. The Sim who dared perform the prank will be punished by getting a dip in their Bladder need. Also, if a Sim chooses to sit by the fountain while there is lava in it, they'll lose Fun and Comfort instead of gaining it. To get rid of the lava, your Sim must make an offering to the fountain (this doesn't cost any money). If the Make Offering interaction is performed while the fountain is still water, your Sims may get a random object added to their inventory. Also, this interaction gives your Sim a Vacation Memento.
