LUKless was common before Big Bang and some still do this.  It mean keeping LUK at the minimum 4 AP along with STR and DEX.  The character will need to get LUK from equipments which can be costly and potentially prevent you from using a higher level staff.  It's impossible to say this will make you stronger as that will depend on funding and availability of high quality equipment.

INT is the Mage's main damage stat. It's used to increase the character's Magic Attack.  Also, it increases the Magic Defense of the character.  All AP points not spent on LUK should be put in INT, as DEX and STR do not help Magicians AT ALL!
